Question

What systemic plan has the Commission put in place for ex-post evaluation of the 2013 reform of the common fisheries policy?

Answer

Under Article 49 of the regulation on the common fisheries policy, the Commission is obliged to report to the European Parliament and to the Council on the functioning of the Common Fisheries Policy by 31 December 2022. The Commission will prepare this evaluation based on the advice on fisheries management provided during the period until 2022 by the International Council on the Exploration of the Seas and by the Scientific, Technical and Economic Committee for Fisheries (STECF). The Commission will also make systematic use of the annual reports on the progress on achieving maximum sustainable yield and on the situation of fish stocks, on the balance between the fishing fleet capacity of Member States’ fleet and their fishing opportunities, and on the implementation of the landing obligation. The Commission will use additional documents such as the Annual Economic Report prepared by the STECF and other socioeconomic input as deemed necessary.
