Dear Sir,

Dan Hannon ("When in Rome..." 17 April) is doubly misleading in his argument that national democracy has been emasculated by the EU.

First, he claims that "Brussels now generates 80 per cent of the legislation in EU member
states." The figure given by the House of Commons library is actually 9 per cent.

Second, EU legislation is not, as he claims, "handed down by EU functionaries". It is actually adopted by the Council of Ministers - the very national governments whose election Mr Hannon considers to be pointless -and by the equally elected MEPs.

Mr Hannon should look at reality and not just repeat the fantasies of the anti-European campaigners.
