Dear Editor,

The Director of "Open Europe" calls for a referendum on any new European treaty because "people would vote against giving away more powers to European officials".

Does he then accept that treaties that don't give power to European officials, like the Constitutional Treaty or any likely replacement thereof, do not need a referendum?
