More on the proposed treaty

Dear Editor,

Irwin Stelzer (27th June) considers that Britain would be constrained by the EU treaty wording that member states should pursue their "common foreign and security policy …. actively and unreservedly in the spirit of loyalty and mutual solidarity."

Yet, this wording has been part of the EU treaty since the 1992 Treaty of Maastricht. It has not proved to be a constraint in any way whatsoever on British foreign policy when we differ from other EU countries, because it only applies, by definition, in those cases where we have all agreed on a common policy - something that we manage in some cases but not others.
