Dear Editor, Dr Cooper continues his anti-Europe letter campaign (2nd April) by disputing the House of Commons library figure showing that only nine per cent of British legislation originates from agreements we have reached at European level, on the ground that it is based on the number of statutory instruments. But if we look at government bills instead, we find the same proportion: only three items out of the 32 in this year's Queen's speech derive from European agreements. As to EU regulations, has Dr Cooper taken account of the fact that many of these pertain to the operation of the EU institutions and have no domestic implications?
